Tanner is the male tribute from District 10 in the 10th Hunger Games in The Ballad of Songbirds and Snakes. He grew up in the district that supplies the Capitol with meat, and he was brought to the Capitol in a cattle car with the rest of the tributes and housed in the monkey house at the Capitol Zoo. His mentor is Domitia Whimsiwick, who uses her own interest in cattle to get him talking on camera about slaughterhouse work. He warms to the subject so completely that the interviewer has to cut them off for time, and he draws the loudest applause of the evening, which makes him a Capitol favorite going in.
