Sejanus Plinth

Sejanus Plinth is a classmate of Coriolanus Snow at the Capitol's Academy in The Ballad of Songbirds and Snakes, and one of the twenty-four students chosen to mentor a tribute in the 10th Hunger Games. He was born in District 2 and brought to the Capitol as a boy when his father, a munitions manufacturer who backed the Capitol during the war, bought the family a place among people who have never accepted them. He wears expensive clothes that only sharpen the contrast between new money and old privilege. Where his classmates treat their mentor assignments as a competition, Sejanus identifies with the district children entirely, and he says so out loud: that the Games are wrong, and that winning a war does not entitle the Capitol to strip people of their freedom and their lives. His tribute is Marcus, the District 2 boy, who was his classmate back home.
