Public whipping
The punishment Panem uses for the crimes it does not execute people for: poaching, theft of Capitol property, striking a Peacekeeper.
Whipping is Panem's standard answer to the crimes it does not consider worth an execution. Poaching, theft of Capitol property, and striking a Peacekeeper all qualify. The sentence is carried out in public, at a post in the town square, and being watched is the point of it. How often it happens comes down entirely to the Head Peacekeeper posted there. In District 11, where the harvest belongs to the Capitol and eating from it does not, whippings are routine. In District 12 the Peacekeepers have long been willing to look the other way, which is the only reason anyone in the Seam eats wild game.
