Panem's head of state, holding power over the Peacekeepers, district production quotas, executions, broadcasts, and the Games.
Panem has one office at the top and very little to check it. The president governs by decree, commands the Peacekeepers, sets what each district has to produce, orders arrests and executions, controls what the country is allowed to watch, and presides over the Hunger Games in person. Mayors run individual districts and answer upward. Coriolanus Snow has held the office for decades by the time of The Hunger Games, and District 12 knows him mainly as the white haired man who appears on television to crown the year's victor.
