Plutarch Heavensbee

Plutarch Heavensbee is the Head Gamemaker of the Capitol in Catching Fire, responsible for designing and running the third Quarter Quell. He is difficult to read, ambiguous in what he says and does, which leaves the people around him wary of him even as they depend on his abilities. He is well read, fond of history and of the long game, and capable of calling human beings fickle and self-destructive without quite giving up on them. He appears as a much younger man in Sunrise on the Reaping, working a camera at District 12's reaping in a violet jumpsuit and putting unexpectedly genuine questions to the tributes.
