Peacekeepers keep order in District 12, and a shopkeeper threatens to call them on hungry Seam children.
In District 12 most Peacekeepers look the other way when Katniss and a few others hunt beyond the fence, since they want fresh meat as badly as anyone and buy plenty of it. Some trade at the Hob, where they can afford to be pickier than Seam folk. They carry away the bodies of those who starve, march new tributes into the Justice Building, and end each farewell visit when time is up.
