Panlo travels to the Capitol packed into a dirty cattle car with the rest of that year's tributes, and from the train they are all turned out into the monkey house at the zoo, where the city comes to look in at them through the bars. Gaius Breen, a student at the Academy, is the mentor assigned to him.
