Otto and Ginnee are the two children District 6 gives up to the 10th Hunger Games. He grew up in the transport district and was reaped there, then carried to the Capitol crammed into a dirty cattle car and turned out with the rest into the monkey house at the zoo. Inside the enclosure he and Ginnee start up a dance, and their mentors, the Ring twins, get the crowd outside the bars clapping in time with it. Apollo Ring is the Academy student assigned to him.
