Lou Lou is what District 12's tributes call the half-starved girl President Snow hands them as a body double for their lost ally Louella McCoy.
Plutarch guesses she is a child of traitors who has been programmed, and at first she can only repeat that she is Louella from District Twelve. Offered bread, she seizes a seeded roll that Mags ties to District Eleven, and she weeps when Mags asks if she comes from there. Maysilee offers the name, borrowed from a canary she kept, and the tributes come to suspect a transmitter in her ear, so they keep their secrets from her.
