The Justice Building is the administrative building at the center of each district of Panem, where official business is conducted. Each district's reaping is held in front of it, and the tributes chosen are taken inside afterward to say goodbye to their families. Children of reaping age sign up for tesserae there, and citizens sign marriage forms and are assigned a house together.
