A chain link fence roughly six meters high, topped with loops of barbed wire, rings District 12 and separates the town from the woods. The Capitol's stated reason is wild animals. The real one is keeping people where they are. It is supposed to carry current around the clock, but District 12's power is unreliable enough that the fence is usually dead, and anyone who listens for the hum before crawling under can be in the trees within a minute. Poaching and trespassing are both illegal. The Peacekeepers here enforce neither, in part because they buy the meat.
