Effie Trinket

Effie Trinket is the Capitol escort assigned to District 12's tributes, the woman who draws the names at the reaping and then manages everything that follows. She keeps the schedule, courts sponsors, and pushes her tributes toward the manners the Capitol expects, with a bright enthusiasm that never quite matches what she is describing. She has pinkish hair and an affected Capitol accent, and she is largely blind to what District 12 actually endures. In The Hunger Games she escorts Katniss Everdeen and Peeta Mellark; in Sunrise on the Reaping, set decades earlier, she raids her family's archives for wardrobe pieces so that District 12's poor reputation does not attach to her work.
