District 12 is the coal-mining district of Panem where Katniss Everdeen grows up, split between the miners' quarter called the Seam and a small merchant class.
A tall wire fence crowned with barbed loops rings District 12, keeping out the wild dogs, cougars and bears of the woods beyond, where trespassing is against the law and poaching brings the harshest penalties. Few dare to hunt there, though the Peacekeepers gladly buy fresh meat. At the reaping, volunteers are almost unknown, since being chosen here means near-certain death.
