District 1 is the wealthiest district in Panem, and its industry is the manufacture of luxury goods for the Capitol. That work has bought it a comfortable relationship with the Capitol and money enough to train its children for the arena, which it does without much interference. Its tributes enter the Hunger Games as Careers, and their training makes them favorites with sponsors and with the people who bet on the Games. Gloss and Cashmere, the brother and sister reaped for the third Quarter Quell in Catching Fire, are among its victors.
