Seventy four years before the Hunger Games begin, the thirteen districts of Panem rose against the Capitol. The fighting ran three years. Twelve districts were beaten and brought back under Capitol control, and the thirteenth was left in ruins that still turn up on television whenever the point needs making. The Treaty of Treason that followed banned travel between districts, banned weapons outside industrial use, and created the Hunger Games as an annual reminder. What actually started the war is not taught anywhere. The Capitol's account begins with itself bringing peace and prosperity to the districts and moves straight on to their ingratitude.
