The Covey are a travelling people of Panem known for their music, who stayed out of the Dark Days by belonging to no district and taking no side. A few years before the events of The Ballad of Songbirds and Snakes, Peacekeepers rounded them up and forced those who remained to settle in the districts, and the handful who ended up in District 12 make their living performing.
