The City Circle is the looping road at the center of the Capitol, ringed on all sides by buildings, with the president's mansion and the Training Center on it. The tribute parade ends here: after about twenty minutes through the city the chariots pull up in front of the mansion for a welcoming speech and the anthem, then turn into the Training Center. The night before a Hunger Games begins, the tributes are interviewed on a stage set up in front of the Training Center, with an elevated seating unit for mentors and stylists, a balcony reserved for the Gamemakers, and the rest of the crowd standing in the Circle and packed into the side streets.
