The Citadel is the Capitol's military institution in The Ballad of Songbirds and Snakes, a high-security compound housing the War Department and guarded by Peacekeepers at all hours. Visitors stop at the Peacekeeper station for a retinal scan checked against Capitol files and leave their bags behind, then pass down a long gray corridor to an elevator. Dr. Volumnia Gaul and the Gamemakers who work under her are based there, and the laboratories where they breed muttations sit at least twenty-five floors below ground.
