Casca Highbottom is the Dean of the Academy in The Ballad of Songbirds and Snakes, and the man Panem knows as the creator of the Hunger Games. He has been the public face of the event since it was announced, and he expected it to die out on its own rather than run for decades. By the time of the 10th Hunger Games he is heavily dependent on morphling, which Coriolanus Snow makes cruel sport of around campus, and the Academy board is said to be losing patience with him. He oversees the mentor program and announces which student has been assigned to which tribute. He also holds a dislike of Coriolanus that none of the students can account for.
