Caesar Flickerman is the host of the Hunger Games in The Hunger Games, the man who interviews each tribute on television the night before the Games begin. He has held the job for more than forty years and has changed almost nothing about his appearance in that time except the colors: a new suit each year, and hair, lips, and eyelids dyed to match. For the 74th Hunger Games the color is powder blue. He is theatrical and generous with his guests, and he is skilled at drawing something out of tributes who freeze in front of a camera, feeding them a line or turning the joke on himself so the crowd stays with them.
