Money changes hands over the Games in every district, and far more of it in the Capitol, where odds are posted before training begins and revised until a victor is declared.
People bet on the Games at both ends of the country. In District 12 the wagering is small and grim and attaches to the reaping itself: odds on the ages of the two children drawn, on whether they come from the Seam or from town, on whether they break down and cry. In the Capitol it is an industry. Wagers open before training and run until a victor is declared, with odds published and revised as the training scores come out and the field thins. Anyone working close to the Games is barred from placing one. What the Capitol takes in helps pay for the Games themselves.
