Beetee Latier

Beetee Latier is a victor from District 3 and one of the tributes in the third Quarter Quell in Catching Fire. He is a small, fidgety older man with ashen skin, black hair, and ill-fitting glasses, and he moves with the restless energy of someone used to close technical work. His mind is his weapon: he is an inventor who thinks in systems, in signals, and in what a stray piece of information gives away about the machinery behind it. Other victors call him Volts. He pairs naturally with Wiress, his district partner, finishing the sentences she loses the thread of, and he is rarely without a length of wire close at hand.
