Vernon Dursley tells people that his nephew attends St Brutus's Secure Centre for Incurably Criminal Boys, an institution, he says, for boys who are violent and beyond help, and a first-rate one at that. Harry is expected to keep the story up in front of visiting family, down to the detail that the boys there are caned for misbehaviour, and a signature on a Hogsmeade permission form has been dangled in front of him as payment for it. Whether any such place exists in the Muggle world is another question. There is no Saint Brutus, and the name has every appearance of being invented to stop the neighbours from asking what Harry actually does with his school year.
