The Ministry of Magic is the wizarding government headed by a Minister, and its main job, as Hagrid tells Harry, is keeping Muggles from learning that witches and wizards live all over the country.
Hagrid grumbles over his newspaper that the Ministry is messing things up as usual. Many wanted Dumbledore to take the post of Minister, he says, but Dumbledore would never leave Hogwarts. Ron adds that Britain has wild dragons of its own, and that hushing them up keeps the Ministry busy, with spells put on any Muggle who spots one so that they forget.
