It demands complete concentration on the destination, and only witches and wizards of age who hold a licence may do it legally. Hogwarts gives lessons to students of seventeen and over, and a licensed adult can take a minor along by Side-Along Apparition. A handful of Floo powder thrown into a lit fire turns the flames emerald green, and whoever steps in and says the destination clearly arrives at the far fireplace, provided that fireplace is on the network. The Floo Network Authority at the Ministry runs the system, which carries conversation and parcels as readily as people.
