The Dark Mark is Voldemort's sign, a colossal skull of emerald light with a serpent for a tongue, conjured over the wood beside the Quidditch World Cup campsite to screams of terror.
Someone hidden in the dark wood cries Morsmordre, and the skull bursts up above the treetops, unseen for thirteen years until that night. Mr. Weasley explains that Voldemort and his followers sent it into the sky whenever they killed, so that finding it over a home meant knowing what waited inside. It takes a wand to make, he says, and Winky the house-elf is found clutching the wand that cast it.
