The Council of Magical Law is a Ministry of Magic court that tries accused Death Eaters in an underground chamber, the prisoner seated in a chained chair while a jury votes on the verdict.
Harry sees it at work inside Dumbledore's Pensieve, in memories of hearings held as the Ministry rounds up the Dark Lord's last supporters. Barty Crouch leads the proceedings, hundreds of witches and wizards watch from tiered benches, and dementors bring in the accused. Igor Karkaroff offers names in hope of leniency, Ludo Bagman walks free to applause, and four prisoners are brought in together to face judgment.
