BLACK STILL AT LARGE is the Daily Prophet headline Stan Shunpike shows Harry aboard the Knight Bus, over a report that Sirius Black, the Azkaban prisoner who has broken out, keeps eluding capture.
Beside a big photograph of Black, hollow-cheeked and matted-haired, the report has Cornelius Fudge, Minister for Magic, pleading with witches and wizards to keep calm. Fudge defends his choice to tell the Muggle Prime Minister, a step that has drawn criticism from some within the International Federation of Warlocks. Muggles, the paper says, have been told that Black carries a gun.
