The Syndicate is the unified greater galaxy, which consists of more than three billion independent star systems and quintillions of citizens of various races.
The Syndicate is the authority whose rules govern the seizure of the planet. Under subsection 543 of its Precious Elemental Reserves Code, a planet that does not lodge a valid appeal over its mineral and elemental rights within 50 Solars of first contact can be seized and mined by an assigned planetary regent. Its regulations on world resource reclamation bind the Borant Corporation, which controls the World Dungeon only as long as it complies.
A neutral observer AI from the Syndicate supervises the dungeon's creation and makes sure every rule is followed. Generated loot that nobody gathers and claims may be placed on the Syndicate market, and any question or appeal has to be submitted in writing to the closest Syndicate office.
