The Indigenous Planetary Species Protection Act is a law cited in the Syndicate's announcement to justify letting survivors reclaim lost matter and turning the leftover material into the World Dungeon.

The Indigenous Planetary Species Protection Act is one of the Syndicate laws cited when the planet is seized and its interior mined for elements. Read together with the Mined Material Reclamation act, its subsection 35 gives any surviving humans a chance to win back the matter they have lost. The Borant Corporation, which holds regency over the solar system, gets to choose how that reclamation works, and its choice is option 3, the 18-Level World Dungeon.

Under the same Act, all the remaining material, put at 99.999999% of the sifted matter, goes into building the World Dungeon underground. The announcement that explains all this comes from a Syndicate neutral observer AI, sent to oversee the dungeon's creation and make sure the rules are followed.
