Bill Streeter belongs to The Wind Through the Keyhole, the Dark Tower novel set between the fourth and fifth books, in the frame story of Roland's young manhood. He is an eleven-year-old boy of the Debaria country, son of the cook at the Jefferson Ranch, growing up among horses and hands in Mid-World's dusty west. When killings blamed on a skin-man, a shape-changer of local dread, strike the ranch, Bill survives, and the young gunslingers sent to investigate take him under protection in the town jail. It is to Bill, over that long night, that Roland tells the story of Tim Ross, the tale within the tale that gives the book its name.
