The Final Empire is the Lord Ruler's realm, a land of red sun, falling ash and night mist, where the skaa toil on noble plantations as his property.
Its nobles lease their skaa workers from the Lord Ruler, and obligators of his Ministry, marked by intricate tattoos about the eyes, serve as witnesses to their dealings. Graver matters bring a Steel Inquisitor instead, an inhuman figure the country lord Tresting knows only from stories. In Luthadel, any family able to build a keep and stay prominent there counts as a Great House, while the Steel Ministry behaves almost like a noble house itself.
