Makers and keepers of Roshar's official glyphs, working to rules canonized over generations, though popular unauthorized glyphs get taken into the canon anyway.
The Calligraphers Guild makes the official glyphs and, to a degree, controls them. When a new glyph is needed the guild builds it the way it considers proper, following rules canonized over a long stretch of time. That does not stop amateurs from making glyphs anyway, and shapes shift as they morph through the ages, so a popular unauthorized glyph is sometimes taken into the canon simply because everyone already uses it. A noble house wanting a glyph of its own goes to someone the guild has authorized, who stylizes it into a crown or a hammer or the like. House Kholin has a Tower and a Crown. Glyphs are meant to be recognized rather than read, which leaves a great deal of artistic license, and only guild members and a few interested scholars pick an old glyph apart for academic purposes.
