In Elendel, Marasi and her partner Wayne, both constables, wade through the sewers to find a hidden door to a gang's lair. Marasi suspects the gang is funded by the Set, a group tied to a dark figure called Trell. Waxillium Ladrian, now a senator, argues against a bill that would raise the Elendel governor over the mayors of the Outer Cities, warning that passing it means civil war.
