Master of coin on King Robert's small council, he manages the crown's debts and revenues with a juggler's ease. He is a small, sharp-featured man with grey-green eyes and a mocking wit, risen from almost nothing: his house holds a few stony acres on the smallest of the Fingers, and his nickname pokes fun at both the place and his size. As a boy he is fostered at Riverrun with the children of House Tully, and he carries a devotion to Catelyn Tully out of those years; in his youth he fights a duel for her hand and bears the scar of it still. In the capital he seems to know everything about everyone, and to be owed favors in every hall.
