Mance Rayder
Mance Rayder is the one called the King-beyond-the-Wall, a name both Robb and his father raise when they speak of wildlings.
To Robb's mind, Mance Rayder commands the man seized near a little holdfast up in the hills, though Ned names that prisoner a deserter from the Night's Watch.
Ned tells Catelyn that Mance Rayder is nothing to fear. Even so, he warns that the day may come when he must summon his banners and march north against the man for good. Behind that warning sits a letter from his brother Ben: the Night's Watch has fallen below a thousand men, losing them to desertion and on rangings, and Ned can think of no one but the wildlings to blame.
